Phoenix
Local haulers do the work; we hold the contract, own the problems, and send one bill. Phoenix treats a bin left on a public street as an encroachment, and it issues its transfer station permit to each commercial vehicle, not to the company.

Short answer
Phoenix splits the rules between two offices. Street Transportation decides what may sit on a street, and the Public Works disposal division decides who may tip at the city's transfer stations. We keep your sites on one account and answer for both. When a pickup gets missed, we contact the hauler the same business day.
A single bin on private property with a hauler that already knows the city doesn't need us. The hauler, broker, and provider network page shows where we fit, and the Arizona page has state rules.

Figures are counts of completed deliveries, providers, and accounts in this window from our records, as of October 2026. Roll-off deliveries are containers delivered. Portable toilet deliveries are units placed, not orders. A company that completed both services is counted in both service rows, so those rows are not a split of the provider total. The counts are not a promise that every address is covered. Front-load service, compactors, and balers are not in these counts. The sanitation figure adds portable toilets and hand-wash units placed. Where a restroom-trailer count is shown, it is units placed.
The city's Street Transportation office publishes its code on storing material and roll-off bins in the right-of-way. Section 31-9 bars leaving brick, stone, gravel, sand, or any building material on a street, alley, or sidewalk without immediate removal, except with the Street Transportation Director's permission. It also bars placing a minor encroachment in the right-of-way, temporary or permanent, unless the chapter authorizes it. The code doesn't set an application fee or a timeline for a bin, so confirm with Street Transportation before a driver is told to use the curb.
Phoenix runs two transfer stations open to the public, North Gateway and 27th Avenue, and every commercial customer needs an Express Exit Disposal Permit for each vehicle to enter. Loads must be covered and secured from the point of origin, and a load that isn't pays an unsecured-load fee on top of the tonnage rate. The page carries no effective date, so confirm the figures in the table with the Public Works disposal division before you quote them.
NWS Phoenix writes up the summer's big storm days, and this year's September 16 flood is the clearest example. Census permit data shows both houses and apartments cooling.
NWS Phoenix calls the monsoon the most dangerous time of year weather-wise, and says some of the worst flash floods came in the middle of the night.
Rain across northern Pinal and northern Maricopa counties fell mostly within two to three hours, flooding streets and washes and stranding drivers at low-water crossings.
NWS says thousands of low water crossings and dips flood each summer, so check a truck route before the driver commits to one.
Phoenix-Mesa-Chandler, AZ, January to August 2026 against the same months of 2025. Both single-family and large apartment permits are below last year.
Phoenix buyers can order dumpster rental, portable toilets, hand-wash stations, and restroom trailers.

Answers
Can a roll-off bin sit on a Phoenix street?
Only with the city's permission. Phoenix City Code makes it unlawful to leave building material on a street, alley, or sidewalk without immediately removing it, unless the Street Transportation Director permits it, and it bars placing a minor encroachment in the right-of-way unless the chapter authorizes it.
What does a commercial truck need to use a Phoenix transfer station?
An Express Exit Disposal Permit for each vehicle. Loads must also be covered and secured, or the city adds an unsecured-load fee to the per ton rate.
Why check the route when a monsoon storm hits Phoenix?
NWS says thousands of low water crossings and dips flood every summer. On September 16, 2026, rain across northern Pinal and northern Maricopa counties flooded streets and washes and stranded drivers at low-water crossings, so check the route before a truck commits to one.
Can an approved Phoenix account get payment terms?
Approved accounts can be offered Net 30, 60, or 90, subject to credit review. Nothing on this page is an offer of credit. Terms of use apply to a Phoenix account.
