Local haulers do the work; we hold the contract, own the problems, and send one bill. One agreement can hold roll-off dumpsters, portable toilets, and restroom trailers for every Arkansas site. If you’re weighing us against a single hauler, here’s how a broker, a hauler, and our provider network differ.

The network
At Arkansas job sites, October 26, 2024 through October 26, 2026 · Published figure
Figures are counts of completed deliveries, providers, and accounts in this window from our records, as of October 2026. Roll-off deliveries are containers delivered. Portable toilet deliveries are units placed, not orders. A company that completed both services is counted in both service rows, so those rows are not a split of the provider total. The counts are not a promise that every address is covered. Front-load service, compactors, and balers are not in these counts.
State rules
What follows is a buyer’s summary of the Arkansas rules that change the buy. It is not legal advice, so check the current text and the site’s local ordinance before you rely on it.
Arkansas’ solid waste definitions, 8 CAR § 60-106, define Class 4 wastes as nonhazardous, bulky, inert, nonputrescible solid wastes that don’t degrade, or degrade very slowly, and that the Division of Environmental Quality permits for a Class 4 landfill. Class 4 wastes include construction and demolition wastes, appliances, furniture, stumps, limbs, and other bulky wastes not normally collected with household, commercial, or industrial waste. Confirm acceptance with the facility before the haul.
The Arkansas Department of Health’s Rules Pertaining to Septic Tank Cleaners, effective March 25, 2024, say no one may clean septic tanks or transport septage, sewage, or sludge for pay without a valid license. A licensee is a business that cleans septic tanks, marine sanitation devices, or portable toilets, or transports septage or sewage. Waste from portable toilets can’t be land applied; it goes to a permitted sewage treatment facility. Crew counts are on the OSHA portable toilet requirements guide.
Little Rock’s Traffic Engineering Division page says its Permits section issues permits for placing dumpsters and PODS in the city right-of-way, along with traffic control (barricade) permits for work in the roadway. Other Arkansas cities set their own rules.
Arkansas’ solid waste fee schedule, 8 CAR § 61-205, sets $1.50 for each ton of solid waste received at a landfill or transported out of state for disposal, for municipal landfills and out-of-state transporters that measure by weight. That’s a state fee on disposal, not a customer price. More on disposal fees is in the landfill tipping fees guide.
