Riverside
Local haulers do the work; we hold the contract, own the problems, and send one bill. Riverside, California requires a recycling plan before the building permit and a reporting form with certified weights before the certificate of occupancy.

Short answer
A Riverside building job has paperwork at both ends: a plan before the permit and weights at the end. We hold your sites on one account and stand behind the hauler at each. When a pickup gets missed, we contact the hauler the same business day. Where the city assigns a franchise hauler to the project area, we dispatch the one that holds it.
Riverside asks for proof at both ends of a project. The recycling plan has to be approved before the building permit, and the reporting form with receipts and certified weights has to clear before occupancy. That makes scale tickets as important as the containers. Keep two bins on site from day one, one for disposal and one for recycling, and confirm the franchise hauler for your project area before anyone else rolls up, since the city limits who may haul the waste.
A single remodel that already has a franchise hauler should keep it. To see where we fit, read hauler, broker, and provider network; the California page lists the state rules.

Figures are counts of completed deliveries, providers, and accounts in this window from our records, as of October 2026. Roll-off deliveries are containers delivered. Portable toilet deliveries are units placed, not orders. A company that completed both services is counted in both service rows, so those rows are not a split of the provider total. The counts are not a promise that every address is covered. Front-load service, compactors, and balers are not in these counts. The sanitation figure adds portable toilets and hand-wash units placed. Where a restroom-trailer count is shown, it is units placed.
The city's Solid Waste Division and Building and Safety share a construction and demolition waste form that sets a minimum of 65 percent diversion by weight under the CALGreen code. Step one is the Form 1 recycling plan, approved before building permits issue. Step two is the Form 2 reporting form, approved before the certificate of occupancy, and it must be accompanied by legible receipts or letters with certified weights for everything recycled, reused, composted, salvaged, or landfilled. During construction the site needs at least two bins, one for disposal and one for recycling, clearly labeled with posted lists of acceptable and unacceptable materials.
The form says only these parties may collect and transport a project's waste within the city: self-hauling, the franchise hauler for the project area, or the general contractor associated with the project. The form lists the franchise hauler by project area and sends customers to the hauler for that area. The city's waste page adds that Riverside adopted a construction and demolition diversion ordinance alongside CALGreen, and that state SB 1383 rules require jurisdictions to enforce CALGreen's 65 percent recovery rate.
Public Works' encroachment permit guide covers private improvements in the public right-of-way or an easement. It says none are allowed without a permit, that several departments must approve it and Public Works always does, and that fencing is not permitted. The guide doesn't name dumpsters or containers, so ask Public Works whether a bin on the street needs one before you schedule delivery.
NWS San Diego covers western Riverside County and writes up the Santa Ana winds in its weather guide. Census permit data shows houses and especially apartments sliding.
NWS San Diego says Santa Ana winds occur mainly in fall and winter and are most common in December. Summer events are rare.
A reasonably strong event can bring gusts over 60 mph, strongest at night and in the morning.
NWS says high profile vehicles are at risk of being blown over, power lines come down, and fire danger is always high.

Riverside orders can include dumpster rental, portable toilets, hand-wash stations, and restroom trailers.
