Sacramento
Local haulers do the work; we hold the contract, own the problems, and send one bill. Sacramento requires a waste management plan before a building permit issues, and its form says franchised haulers are the only companies that can legally haul mixed construction debris.

Short answer
On a Sacramento building job, the debris plan comes before the permit and the hauler has to be franchised. We keep your sites on one account and answer for the hauler behind each one. When a pickup gets missed, we contact the hauler the same business day. Where the city requires a franchised hauler for a load, the provider we dispatch is one that holds the franchise.
Before the first container shows up in Sacramento, get the waste plan approved, because the building permit waits on it. Decide early whether you're sorting on site or sending everything mixed to a certified sorting facility, since that choice sets how many containers the job needs and which trucks can touch them. Keep the stamped tickets in one folder as loads leave. They're what proves the recycling rate at the end, and chasing them after the fact is slow work for a superintendent who has already moved on to the next site.
A single dumpster that doesn't touch a building permit is a hauler's job alone. The hauler, broker, and provider network page shows where we fit, and the California page has state rules.
Our record of deliveries to Sacramento addresses for October 26, 2024 through October 26, 2026, with cancellations left out.
Figures are counts of completed deliveries, providers, and accounts in this window from our records, as of October 2026. Roll-off deliveries are containers delivered. Portable toilet deliveries are units placed, not orders. A company that completed both services is counted in both service rows, so those rows are not a split of the provider total. The counts are not a promise that every address is covered. Front-load service, compactors, and balers are not in these counts. The sanitation figure adds portable toilets and hand-wash units placed. Where a restroom-trailer count is shown, it is units placed.
Development Engineering's Minor Encroachment instructions, revised September 8, 2025, put temporary dumpsters, cranes, scaffolding over a sidewalk, temporary signs, and storage pods under the Street Use permit, which people call a no-dig permit. It's submitted through the city's Accela permit portal, and questions go to the Encroachments mailbox. The application is routed to the departments the scope calls for and reviewed on a cycle, so a bin placed on the street needs lead time, not a same-day call.
The city's waste plan form says 65 percent of project debris must be recycled, and a project may miss it at the cost of a fine. A job reaches that by source-separating materials, which anyone may haul to a permitted recycling facility, or by putting everything in one container sent to a certified mixed sorting facility. Mixed loads can be hauled only by a franchised hauler or self-hauled, and the city's definitions say a jobsite cleanup crew is not self-hauling and must be franchised. Tickets have to be stamped to show the mixed material was sorted. The plan is approved before the building permit issues, the Waste Log is due within 30 days of final inspection or permit expiration, and receipts are kept for a year.
NWS Sacramento's climate memo covers the valley's seasons in plain terms, though it was last revised in 2005. Census permit data shows houses slipping while apartments rise sharply.
NWS says over half the year's rain falls in these months, with measurable rain about ten days a month, and flooding along the river is occasional.
Dense fog mostly comes in mid-winter, and the longest stretch at the Executive Airport lasted 17 days, December 12 through 28, 1985.
NWS ties heat waves to hot, dry north winds. Nine straight days of 100 degrees or more has happened four times since 1877.
Sacramento-Roseville-Folsom, CA, January to August 2026 against the same months of 2025. Single-family permits are a little lower while apartment permits are up by nearly a third.
Sacramento orders can include dumpster rental, portable toilets, hand-wash stations, and restroom trailers.
