Detroit

Detroit requires every business to have trash service

Local haulers do the work; we hold the contract, own the problems, and send one bill. In Detroit the code makes trash service a requirement for commercial property, and the private haulers who provide it need a city license.

Last reviewed October 27, 2026.

Short answer

  • City Code section 42-2-80 requires commercial properties to secure city or private solid waste collection containers and services, and the fine climbs with each repeat offense.
  • Private solid waste collectors need a Detroit license under Chapter 42, with an investigation by the Chief of Police and a check for unpaid city taxes.
  • A dumpster is a listed right-of-way permit type with the Department of Public Works, and contractors carry a surety bond with the city before working in the right-of-way.
  • 12 providers in our provider network have completed jobs in Detroit.

Compliance runs both ways

A property manager with buildings around Detroit answers to the city for having service at all, and each hauler answers to the Police Department for its license. Our account holds the contracts for every site, and we answer for them. When a pickup gets missed, we contact the hauler the same business day.

Detroit puts the duty on the property as well as the hauler. A commercial site has to have trash service in place, and repeat failures cost more each time, so a vacant building being cleaned out still needs a container on the books. Ask any collector for its city license before the first drop. If the container has to sit in the right-of-way, the Public Works permit and the contractor's surety bond come first. Getting both settled before mobilization keeps the first inspection from turning into a stop. On a cleanout, ask the crew to keep tires, paint and household chemicals out of the roll-off, since a hauler can refuse a contaminated load at the gate.

A single site that already has a licensed hauler can keep it; we're built for the portfolio. The hauler, broker, and provider network page shows how the models compare, and the Michigan page has state rules.

Figures are counts of completed deliveries, providers, and accounts in this window from our records, as of October 2026. Roll-off deliveries are containers delivered. Portable toilet deliveries are units placed, not orders. A company that completed both services is counted in both service rows, so those rows are not a split of the provider total. The counts are not a promise that every address is covered. Front-load service, compactors, and balers are not in these counts. The sanitation figure adds portable toilets and hand-wash units placed. Where a restroom-trailer count is shown, it is units placed.

Trash service is a requirement

Detroit's Operation Compliance guide tells commercial property owners they must secure city or private solid waste collection containers and services under City Code section 42-2-80, and the fine for a first offense is lower than for the second, third, and fourth. Chapter 42, Article III covers the private collectors: a license with a police background check, a tax-arrears check, and a license plate on each vehicle. Have the hauler show its Detroit license before it starts.

Dumpsters in a Detroit right-of-way

The Department of Public Works City Engineering Division issues right-of-way permits under Section 43, Division 2 of the code, and a dumpster is one of the permit types on its list. Apply through the online Right of Way permit application. Contractors have to be bonded with the city before any work in the right-of-way, and plans in the Central Business District and Midtown go to a Technical Review Committee that meets Tuesday mornings.

Detroit weather and the building calendar

NWS Detroit/Pontiac covers southeast Michigan. Its tornado page is a 2003 product, so treat it as a pattern. In permits, apartments are dropping hard.
