Dumpster permits, city by city.

Put a container in the street, the sidewalk or a parking lane and the city wants to know about it first. What changes from place to place is who's allowed to apply, how many days ahead, how long the permit lasts, and what has to be on the box. We read 25 official city and state pages on October 29, 2026 and pulled out those rules, with a link to each one.

Three different things

"Permit" can mean a street permit, a company license, or a storage permit.

They come from different offices and they're often held by different people. Some cities need two of them for one box.

Street or right-of-way permit

Covers one container in one spot in public space for a set number of days. Seattle requires one before a residential dumpster is delivered, and Boston wants the application seven business days ahead.1715

Most citiesPer placement

Company license

Held by the container company, not the job. Denver needs a ROW Dumpster License number before the street permit, Chicago a private scavenger license, and Philadelphia a dumpster license with an RFID medallion on every box.357

Some citiesPer company

On-property storage permit

Houston is the one we found that reaches onto private property. A Combustible Waste Storage Permit applies to a dumpster or roll-off over 50 cubic feet, or any size staying more than 60 days.4

Who files it

In some cities you can't apply for it yourself.

A homeowner or a general contractor can't always walk in and get the street permit. These cities put it on the container company or on a licensed contractor.

CityWho appliesWhat the city says
New York CityCarting company or general contractorDOT permit before the container goes on a street or sidewalk, never pulled by the property owner. One container per permit.14
DenverDumpster or container companyRevocable Street Occupancy Permit from DOTI, with a ROW Dumpster License number first.3
ChicagoRefuse collection companyPrivate scavenger business license under Municipal Code 4-6-130, then the refuse container permit through CDOT.5
MinneapolisLicensed contractorStreet use permit for a dumpster or storage container in the street, using a city-licensed hauler or container company.6
AtlantaApplicant, plus the providerApplication includes a liability certificate naming the City of Atlanta, and the container provider signs a Certification Compliance agreement.1
PhiladelphiaDumpster licenseeL&I dumpster license, and each box carries a medallion with the license number, licensee, phone and approved location.7

How far ahead

Lead times run from four business days to two weeks.

The clock starts when the city has your application, not when you call for a box. These are the cities that publish a number.

CityApply at leastLead timeNote
Philadelphia4 full business daysStreets Department won't take short-notice applications8
Albuquerque5 business daysExtensions by email, up to 30 days at a time9
Honolulu5 days, no more than 30The city may hold it up to 5 days for review20
St. Louis1 week, or 2 for big or long requestsBlocking Right of Way permit12
Madison1 weekStreet Occupancy Permit under MGO 10.05521
Boston7 business daysAsks for a traffic plan and a police detail plan15
BaltimoreStandard processing is 15 daysDumpsters are a listed permit type, filed through OpenGov16

Bars use the number of days each city names, business or calendar, against Baltimore's 15. A holiday week stretches every one of these.

On the street

What the city wants on and around the box.

The permit is paper. These rules are what an inspector actually looks at.

  • Lighted barricades, front and rearAlbuquerque, for a dumpster or storage pod in the right-of-way.9
  • Type III barricades on both sidesAustin, for a moving or storage container, along with two secured parking spaces and a photo of the spot.2
  • Teal reflective diamondsNew Jersey: at least 18 by 18 inches at both ends facing traffic, with written consent from whoever controls the road, under N.J.S.A. 27:5I-1.22
  • Owner's name in 2 inch lettersNew Orleans, Section 146-585: name, address and phone on each side in a contrasting color, plus Type 2 safety markers.18
  • Permit posted at the siteNew York City, for Construction Debris Container permits.14
  • A traffic control planSan Diego asks for one with form DS-269 when a container reaches into the right-of-way, sidewalk included, under SDMC §129.0702.10

How long it lasts

Most permits cover weeks, not the whole job.

A street permit has an end date, and a box that's still there after it is out of compliance even if nothing else changed. If your project might run long, ask about the extension process when you apply.

Houston's on-site storage permit is the outlier. It lasts one to three years, stays on site, and doesn't transfer to a new owner.4

How we handle it

Tell us it's going in the street.

When you quote, say where the box will sit. If it's public space, we'll note the permit your city asks for on the order and line up the delivery date with it.

In places like Denver, Chicago and New York City, the container company is the one that files or holds the license, so the local provider in our network handles that part. Where you can file it yourself, plan on the lead times above.

Need a box in the street?

Send the address and the spot. We'll match a local provider and flag what your city asks for before delivery.

Questions

Questions about dumpster permits.

Do I need a permit for a dumpster in my driveway?

The street permits on this page cover public space. Minneapolis says outright that you don't need one in the driveway of a home you own. Houston works differently: its storage permit reaches private property once a container passes 50 cubic feet or 60 days. Check your own city before you assume.

Who gets the dumpster permit, me or the dumpster company?

It depends on the city. New York City, Denver and Chicago put it on the container company, and Minneapolis requires a licensed contractor. In other cities, read the application. Atlanta's asks the applicant for an insurance certificate naming the city and the provider for a compliance agreement.

How far ahead should I apply?

Published lead times run from 4 full business days in Philadelphia to 7 business days in Boston and two weeks for big requests in St. Louis. Baltimore's standard processing is 15 days.

How long does a dumpster permit last?

Los Angeles caps its Building Materials Permit at 60 days. Minneapolis offers 30, 60 or 90, and New York City construction debris permits run up to 90.

What has to be on a dumpster parked in the street?

It varies. New Jersey wants teal reflective diamonds at both ends, New Orleans wants the owner's name, address and phone on each side, and Albuquerque wants lighted barricades front and rear.

Can I put a dumpster on the sidewalk?

Only with the city's permission. San Diego, for one, counts the sidewalk as right-of-way and asks for a traffic control plan.
