Peak demand exceeded what any single regional provider could service at the required frequency, which is the usual failure point at this density. Load was distributed across eleven providers and service frequency tracked per unit rather than per provider, so a provider running behind did not degrade the whole site.
Recurring sanitation service cycles and one-off bulk haulage carry different billing units, providers, and failure modes. Both ran on the same agreement, with aggregate tracked by ticketed tonnage against the same program record.
