Separately from code, hand wash capacity is often written into a master service agreement or a site rule, particularly on client-facing and institutional work. That requirement usually sits with the general contractor rather than the sanitation vendor, which is exactly why it gets missed on the order.

If you are scoping restrooms, scope the stations at the same time and set one service frequency for both. Freshwater replenishment runs on the same schedule, so splitting them across two suppliers creates a gap nobody owns.
